The guy who made the video likely meant what you’re saying, but he definitely stated in wrong in the video. this should all be in one video, not broken up and unnumbered. Also, he doesnt mention “turning” the rotors to insure smooth braking in the future. Someone should re-do this video better.

How much dose it cost to change brake pads. Like how much is reasonable and how much is sticking to the owner. It sounds like mine are ready to be replaced but I am not trying to get shafted either.

You’re understanding what he’s said in the wrong way. He said it MAY be leaking so it MAY need to be replaced. Ie it only needs to be replaced in the case of a leak.
