No, semi-metallic pads are the norm. Ceramic pads are very expensive to put on stock cars.. The dust is from the (s-m) pads breaking down as the get more miles on them. The metal dust collects on just about everything around the caliper and rust with the weather. There are some spray-on brake dust removers but they can be hazardous to small animals. My car came with a disc that goes on between the wheel and the brakes. Its a metal plate that fits behind the rim and blocks the dust from going out on to the wheel. It Works!!!!

I belive most newer vehicles come with ceramic pads. It will help quite a bit with corrosion.

No. Ceramic brake pads are after-market performance items, not original equipment. The best thing to stop corrosion on chrome wheels is to just keep them clean.
